A. FACILITY RATING ASSIGNMENTS (FRA)

  1. General FRA Minimum Requirements
    1. CTR and FSS Positions should have minimum ATC Rating of Aerodrome Controller (ADC).
    2. In the Major Airports, APP and DEP Positions should have minimum ATC Rating of Advanced ATC Trainee (AS3).
    3. In the Major Airports, TWR Positions should have minimum ATC Rating of ATC Trainee (AS2).
  2. Major Airports
    1. An aerodrome can be classified as a major airport with the following requirements:
      1. Is an international airport and provide regular international route services in real life.
      2. Has at least 2 runways.
      3. Has its longest runway length of 3300m (10820ft) or above.
      4. Has annual passenger volume of at least 20 million in real life.
    2. Review of the list of major airports.
      1. Review the Major Airports and the definition once a year or when deemed necessary anytime by the DIV HQ.
  3. FRA Temporary Adjustments for Events
    1. All temporary adjustments of FRA must be coordinated between DIV Event Department and DIV ATC Operations Department, and approved by DIV HQ.
    2. All FRA can only be adjusted away from its original setting by one level.

B. COUNTRY REPRESENTATIVE (CounRep)

  1. Country Representatives are responsible to develop and strengthen the relationships with local members and maintain good partnership relations at National and International levels.
  2. Country Representatives are appointed by the Division HQ.
  3. Country Representatives must be a staff member of the XE Division and preferable to be one of the FIR Chief of the representing country.
  4. Country Representatives must be able to speak and read/write at least one official language of the country represented.
  5. Country Representatives shall provide translations for country’s official language when necessary.

C. RESPONSIBLE AIRSPACE

  1. The IVAO East Asia Region is responsible for the Flight Information Regions (FIR) of the China, Hong Kong, Japan, Korea (Republic of), Macao, The Philippines, Taiwan and Vietnam.
  2. The ISO 3166-2 two-letter country codes represent countries and territories.
  3. The XE-Short one-letter country codes are used internally in the Division.
  4. All responsible airspaces are in FIR-wised but not Country-wised.
  5. Any add or removal of the responsible airspace must be approved by the IVAO Executives.
